Evo Morales, a Bolivian President and highest ranking official is all about discussing the coca tea leaf laws. He is very is confident of smoothing over the tense relationship with European Union after Bolivia passed new laws increasing the amount of coca plants that are grown in Bolivia.
European Union Coca Leaf
Evo Morales mentioned that he is confident in EU union. He said that things will work out between Bolivia and European leaders as far as coca plant farming goes.
Recently, Bolivia initiated new laws that legally increased how much coca can be grown. It jumped from 12,000 to 22,000 hectares worth of coca plant fields. Bolivia wants to export more coca tea products to the world. These new laws will make it more feasible for Bolivia to export coca tea, coca sweets, coca tea wine and other coca leaf products that people love and enjoy for health and well-being.
It’s been argued that (and Morales’ government agrees) that 18,000 hectares are needed to produce enough coca tea leaves so that Bolivian people can chew coca leaves.
However, a more recent study in 2013, actually started and funded by the European Union, showed that only 14,705 hectares of plantations are needed to satisfy the country’s chewing legal demand.
Also, a 1961 UN ruling implies that coca plants and their by-products such as coca tea, coca sweets and coca wine can’t be legally exported if they have active coca alkaloids. This is because these coca plant alkaloids are an important part of cocaine manufacturing. Coca Leaf Issues
One of the European Union’s chancellors in Bolivia, a man from Spain, León de la Torre Krais, insisted that increasing coca tea leaf production might cause problems.
He claimed that there will be a spike in illicit cocaine manufacturing that will flood Europe, United States and Asia other countries. “Drug trafficking will increase…” said León de la Torre Krais
Evo Morales said that while he acknowledges Spain’s concerns about growing more coca tea plantations, he also made it clear that Bolivia has the right to define it’s own laws in it’s own country.
Morales states that European leaders are welcome to discuss any concerns they have with the new coca leaf laws. There is an official meeting being set up in La Paz, Bolivia later this year.
“A lot will be at stake discussing the fine details regarding the coca tea plantations and increasing their presence in Bolivia”, said Evo Morales.
At the same time, Bolivia’s Interior Minister, a man by the name of Carlos Romero, is visiting Vienna, Austria where he is explainging the strategy behind the new coca tea leaf laws. Also being discussed is how Bolivia plans to combat the illicit drug trade.
