Bolivia wants to export more coca tea products to the world. It’s been argued that (and Morales’ government agrees) that 18,000 hectares are needed to produce enough coca tea leaves so that Bolivian people can chew coca leaves.

However, a more recent study in 2013, actually started and funded by the European Union, showed that only 14,705 hectares of plantations are needed to satisfy the country’s chewing legal demand.

Also, a 1961 UN ruling implies that coca plants and their by-products such as coca tea, coca sweets and coca wine can’t be legally exported if they have active coca alkaloids. This is because these coca plant alkaloids are an important part of cocaine manufacturing. One of the European Union’s chancellors in Bolivia, a man from Spain, León de la Torre Krais, insisted that increasing coca tea leaf production might cause problems.
